“All waters contained within the Latitudes of 3º 29' 00" N and 3º 33' 00" N. and the Longitudes of 103º 23' 00" E. and 103º30' 00" E. and any navigable river, channel or creek leading into such confines, including all piers, jetties, wharves, landing places, quays, docks and other similar works whether within or without the line of high water mark and any portion of the shore or bank within fifty yards of high water mark subject to the rights of private property therein.”
